EBooks for Europe (and the rest of the world)

can somebody explain to me why some of the eBooks of WotC are only available in Northern America? What can we do that the rest of the world can read the books at the kindle (ore some other reader). There are only six or seven titles available in the german amazon and I cannot download from the US amazon mecause of my IP. I'm especially interested in the recent "Oath of Vigilance" from James Wyatt.
