How to make a magic item?

I have read through the basic DMs handguide, and searched the forums, but I haven't found just how to create a magic item of a certain level. For example, I want to make a level 4 unique magic item that ties in with the plot for my group. So how do you make a magic item?

There are no real set rules printed anywhere on this.  Mostly you go by examples using the printed stuff as your reference and go from there.


If this topic doesn't get moved there, go to the houserules and homebrew section of the forums in the community section and they will probably get you help faster.  The focus of that board is making stuff for home campaigns so they can get you set.
