The Shadow knows....me I just have a vague idea. ;)

The point is to give users a way to flag threads they think are a value to the community (5 stars) and those they think aren't worth anyone's time (1 star). Whether or not they are actually used this way remains to be seen. Though that's probably not what you're asking when you asked "What is the point of this?" If not could you clarify.

They are on the newly made forums. I don't know if it is an option that can be applied to a forum that is already created and that no one has gone back to do it, or if it is a setting that can only be applied during the creation of a forum. The forums that were in place before the reorgs and were moved or renamed do not have the thread ratings. For example the "Rec Room", and "Forgotten Realms: Realmslore", which I believe was the one that the FR forums were merged into and was renamed when the forums split, so it was still an old forum.

I don't know for sure, but this is what I suspect. I haven't run into an old forum that has the thread ratings, so until then this is my theory.
