Premise: Borys, fearing someday, the slaves from the Tyr-Region would not suffice to hold Rajaat and fearing an uprising, created another region of city-states peopled by natives and Ur-Draxians.  This was started about a thousand years before the events in the box-set. It's modeled after the Tyr-Region with similar governments; there are numerous city-states run by sorcerer-kings; unlike the Tyr-Region, these are not former champions, they are all servants of the Dragon.  Some are only high-templars while others are immortal Kaishargas. None, however, are actually Dragon-Kings. The Dragon can't allow more. This region isn't as fertile as the Tyr-Region.  Although the distances are the same, the city-states are less. There will probably be only three or four.
