Defiler Radius Question 3.5

Let's say a Defiler casts a 3rd-lvl spell, leaving a 30-foot radius of defiler ash. He's now standing in an area of barren lifeless soil.  Does this impede his ability to further cast spells?

If the answer is no - What happens if the defiler does not move in the next round and casts a 2nd-lvl spell?  This would normally leave a 20-foot ash radius, but since he's still standing in the 30-foot ash circle, does nothing happen?  Does the ash turn into...more ash?

I believe that the ash radius extends out further from where the previous ash radius ended.

To tie this to your example, the 2nd-level spell would extend out an additional 20' from where the 30' radius (left  from the previously cast 3rd-level spell) ended.
