Prestige Class Appendix 2, or in the PrC section of the Dark Sun Forum Archive.
I think Sysane made that, based off of the Dragon Disciple PrC from the 3.5 DMG.

That's not a "descendant" of an SK, though. It's an SK's creation, a guy given some of the powers of a dragon. The epic spellcaster needs to cast the epic spell in question to allow the NPC/PC to access the PrC in the first place, and the caster needs to be a dragon to be able to cast the spell.

I remember in The Amber Enchantress (maybe) that Sadira fights Nibenay's «son», a sort of tauric scorpion man, if I'm not mistaking. I don't remember is name.

Dhojakt. Penn did a cool version of him here.

Did any other Sorcerer King/Queen have infants like that?

There weren't any other half-cilops mutants running about the place, if that's what you mean (Also, I have a recollection that Dhojakt's appearance had to do with mutations picked up at the Pristine Tower, rather than his ancestry, but I'm drawing a blank on a reference for that.)

There is also Nanda Shatri, one of the daughters of Abalach-Re (who had loads of children) - she's given stats in Dregoth Ascending part 1.

Dammit I was going to mention Nanda Shatri. A child of a Sorcerer King could be anything almost from a stock human through to a modified half dragon template or anything suitably weird.

We had this discussion in the past on the old WotC boards.

A portion of the community wanted descendants to be super-powered half-dragons, or have a template or a feat, etc, others wanted them to be able to take the sorcerer class.

Others, like me, didn't want that for our own campaigns, and provided - when the need was there - for references supporting this points (i.e. Nanda Shatri and the hundred other kids Abalach-Re had were all mundane kids, and Dhojakt, son of Nibenay, was extraordinary because his father had sent him to the Tower to get mutated).
