Hamanu: the most controlling, he wouldnt let undead templars exist.
Kalak (if alive in your game): the most power-crazed, he would either harness thier power or destroy them.
Andropinis: the most egalitarian, he wouldnt have a problem with them until they made a power-grab.
Lalali-Puy: the most nature oriented, she would probably be against them.
Nibenay: the most intelligent, studious, and powerful, he probably wouldnt notice. and when he did, they would 'live' in constant fear.
Abalache-Re: the most ineffectual, she would have a hard time doing anything about them.
Tectuktitlay: the most insane, he wouldnt care as long as they promised to worship him.
ill second Dregoth as the most obvious choice. however, to go through the other SKs:

Problem is: nobody knows Dregoth is still...active...if that's an appropriate word. It is believed he was destroyed. But yes, his templars are likely undead.
If, as the OP suggests, the state of being half-undead is the natural result is overuse of defiling magic, then you'd have more like this:
Hamanu: Has nothing specifically against undead, and such templars would likely be his higest-ranking Templars.
Kalak (/Tyr): Kalak's Templar's either changed loyalties to Tithian or were executed or went into exile. The state of being quasi-undead would be unaffected either way,a lthough in Tyr's new "democracy" some people may have turned against them and driven them out. but I see no reason why Kalak would have disallowed them while he was in power.
Andropinis: Just as the "elections" for his templars are rigged, if an existing Templar entered this undead state, they would likely be secluded from view, becoming a sort of "secret service" or "men in black" kind of operation for Andropinis.
Lalali-Puy: As her templars are discouraged 9or even forbidden) from defiling, I see these as not existing in her realm.
Nibenay: His templars are his wives, and are largely public figures. His recent emergence from seclusion would have probably seen any templars that have undergone this transformation executed, or recruited for secret projects/services.
Ablach-Re: Not really ineffectual, she maintains that as a front to disguise her true power and agenda. Her templars pretty much do what they want, and one undergoing this kind of change is very likely. She's probably aware of this and has some kind of plan for it, but maintains the fiction that there is nothign that she can do about it.
Tectuktitlay: Like Gallard said, he probably wouldn't do anything to stop it. He may even take credit for their transformation, hailing them as "blessed" by his gifts.
Kalid-ma: His entire city-state was blasted to Ravenloft, and undead or quasi-undead in the city (templar or not) would be very likely. Should the city and it's SK master return to Athas, it is very likely that ALL of his templars would be such.
So, in the end, the answer to the OP's question is this: Lalali-Puy and Nibenay are the only SKs who I would see as NOT having these Revenant Templars. Of course, and Revenant Templars of Tyr are likely in hiding as well. Any other city-state would be a go for it, and it's a very original idea and a new twist on defilers and the consequences of doing so. Good Job.

Andropinis, the Oba, the Shadow King, Tectuktitlay, Kalid-Ma, Tithian: agreed on all points.
Hamanu: my vision of him is highly influenced by Lynn Abbey's 2 DS novels, where he is portrayed as being very 'for the good of the land'; not quite a nature guy (like the Oba), but more respecting the natural order. from that view, id imagine him not having much truck with undead of any stripe.
Kalak: remember, for the last X years (10 to 100ish depending on source) he's been going insane. combine that with his natural power-hunger, and i cant see him trusting free-willed undead in his city during his lucid moments.
Ablach-Re: i think the 'ineffectualism' is open to individual DM choice. ive always seen it as a 3 level deception - she's lost some power, so she spreads the rumor that she's lost power as a desperate means to retain some power; at the same time she's still the most powerful person in Raam, so people do still rightly fear her.
imo, id add Hamanu/Urik to Lalali-Puy and Nibenay as those most opposed to the idea of revenant templars.
and i really do dislike gnomes !

No reason you couldn't use them as roaming Templars/Sorcerers. Doesn't give the same feel as a normal templar would in a City.
As far as Andropinis would go however, most of his templars are elected into office and as such need to be very personable to the citizens, ie not rotting. Though I love the idea of a secret police of Undead templars. Reminds me of Soviet Russia.

I do see your point, but I also see that Hamanu sees HIMSELF as the top of that "natural order", which is only relevant because it shows that he's an egomaniac above all other concerns. That, and he's still a defiler, as are his templars. The OP's idea seems to be that this state of being quasi-undead is the natural result of overuse of defiling magic, much how blue eyes are the natural result of Spice saturation in Frank Herbert's Dune. Or, more appropriately, how Dark Side users in Star Wars are usually eventually physically corrupted by the Dark Side. I don't see Hamanu dismissing or killing his templars after such a transformation. Remember, the core assumption is that they were defiling templars when they were still fully alive and then BECAME quasi-undead things due to use of defiling.

Yeah...by "problem" I meant that since no one knows he's alive, and his city/state is thought destroyed and haunted, his templars ahve no authority over anyone that the PCs would know about. And the OP wanted a good "fit" for these undead templars still in service to a SK.
And the thing with Andropinis, I agree about being personable, which is why I mentioned the "secret police" style thing. Any praetors who defiled to the point that they underwent this transformation would be removed from public view (probably have their death faked), and become a part of this secret enforcer squad.
