Kalak's Ziggurat still stands right?  Because any 21st-level Dragon can still use it to complete the metamorphises spell.

Or can it be used to create an Avangion?

I imagine an powerful-defilier infiltrating Tyr's templars with the sole purpose of becoming a Dragon.

The Ziggurat is only one component for the spell.

What are the other components? Well... where's Kalak's spellbook?

I don't think it could be used to create an avangion (even if it could somehow be attunes to be used with preserving magic) because it was built causing the death of thousands of slaves. No preserver would accept to use such place to elevate himself to become an avangion.

As for Kalak's spellbooks, maybe they're in the Ziggurat itself in some secret part. No one has really explored it yet in its entirety. Or they could be in some secret chamber in the Golden Tower.

I checked with Dragon Kings accessory and found some facts:
A Defiler metamorphosis spell, that transforms wizard into dragon requires many components, including "vast structure, where the transformation takes place [...] "The structure is not destroyed, and can be used again to cast this spell, when attaining all three low levels".

Take a note, that defiler had to cast "Defiler Metamorphosis" each time, he gained a Dragon level.

In my opinion, structure is attuned to soon-to-be-Dragon that erected it and can not be used by another, unless he attunes to it. Normally, I'd say once used by one wizard, it can not be used by another. In Kalak's zigguratt case I think I'd allow a powerfull defiler to attune to it. It can be interesting scenario.
