In the new book it's not explained very well (and sometimes you get contradictory information) the Kalak Ziggurat Thing. What part of the palace is accessible? What is not? Where the new king lives? I think this is very basic information. On a side note I REALLY hope they will produce SOON some geographic module about the biggest cities and the Veiled Alliance

There's an error in the DSCG: it says the Golden Tower (Kalak's palace) is off-limit since Kalak's death, but then goes on to say it is now the seat of power for the new Tyrian government and where Tithian lives, and petitioners can enter it to meet their leaders if they obtained a rendez-vous.

What is in fact off-limit is the Ziggurat: that's where all the weird arcane stuff is.

I think there is a main tower and a smaller tower.  I think the smaller ofshoot is where the government and Tithian are but Kalak's defenses are still in place and prevent entry into the main tower (or at least most of it).

I bought the old Tyr 2nd supplement and it says that Tithian never stays in the City that much. As far as I'm concerned the top floor is clear of any dangers.

After that it gets dangerous. Any caches of treasure and relics are highly protected. The basement holds mostly expensive treasure and Magic items. If they had to send a large group of defilers to find his body then your going to find a lot of arcane traps as you get closer to the bottom.(via that book)

Edit: Confused which tower was which. Forgot the Kalak tower started at the top and worked its way down
