Page 48 of Legends of Athas says -

This spell transforms you into the first stage towards becoming an avangion. Your type becomes aberration, and you lose all previous types, and gain all advantages of the new type. You no longer can die of old age, and no longer suffer penalties to attributes for aging. Also you gain the following spell-like abilities at will: tongues, discern lies, detect chaos/evil/good/law, caster level equal to character level.

But page 16 only gives Nethas, an avangion, a caster level of 17 when he has 25 character levels. Which is correct?

I think the "caster level" in the quote refers only to those spell-like abilities in the quote. The overall caster level for other spells is 17.

Yes, the caster level for the spell-like abilities are equal to his character level, his caster level for his arcane spells are different, they depend on his class and etc.
His correct caster level for the spell-like abilities should be 25th.
