I am thinking about designing a theme or something along the lines for a "Defias Brotherhood". A band of rogues, rebels, and anarchists. (Yes I ripped it from wow) and a few low level to med. magical items to go along with that. |

This is intentional, for balance reasons: a minor action encounter power that deals 2[W]+stat damage, blinds until the end of next turn, and slows (save ends) at range is likely overpowered in epic tier, let alone mid-heroic. For Belgoi, I'd think something like: +2 Dex, +2 Con or +2 Wis Medium Speed 6, Low light vision Common, Elven +2 Athletics, +2 Stealth +1 racial bonus to damage against bloodied creatures (+2 at 11th, +3 at 21st) Fey Origin Compelling Ring (Encounter): Minor action; Ranged 10, one creature; Con, Dex or Wis +3 (+6 at 11th, +9 at 21st) vs. Will; Hit: Slide the target 5 squares to a square adjacent to you or an ally. Also, if you're willing to do a lot more work, you could add some kind of proficiency with bells (along with magical bells). Ssurran are harder, as they don't have a strong unifying theme, or any common traits beyond skills, language, and earthwalk. I might go with: +2 Con, +2 Dex or +2 Wis Medium Speed 6, earthwalk (ignore difficult terrain if that terrain is the result of rubble, uneven stone, or earth) Common, Draconic +2 Athletics, +2 Nature Nomadic Stamina (add Con mod to healing surge value) Tail Whip (encounter): Minor action; Melee touch, 1 creature; Str, Con or Dex +3 (+6 at 11th, +9 at 21st) vs. Reflex; Hit: 1d6 + ability modifier damage and make a secondary attack against the target. Secondary attack: Str, Con or Dex +3 (+6 at 11th, +9 at 21st) vs. Fortitude; Hit: the target falls prone. t~ edit: +2 Str, +2 Dex or +2 Wis for the Ssurran is also plausible, and avoids having yet another Con/Dex/Wis race |
