New Preserver/Druidic Item

Hi everybody. Long time since I have submitted any new items here on the boards, but I'd like to have your comments on this one (using the 3.5 ruleset): 

Safeguardian’s Torc


Worn principaly by those that personnaly confront defilers, this item is a circle made of supple vines to which are attached small, engraved silver leafs celebrating the life-giving properties of nature. It is worned around the neck or upper arm.
    A defiler within a 40–ft.–radius around the wearer must make a Will save or be unable to use the land at all. Even if he succeeds, the land is considered as barren terrain for the purposes of determining the spell’s DC and level check modifier.
   The area of ash the defiler actually creates when tapping land within a safeguardian’s torc protective radius is half that of normal.
   Plant creatures within the torc’s protective radius radius suffer 1 hp less damage per spell slot expanded if caught within the defiling radius of a defiler casting a spell.


Faint abjuration; CL 5th; Craft Wondrous Item, conservation; Price 5,000 Cp.



PS (especially Penn): it is the preserver's version of the Torc of the Land's Desolation that I wanted to create years ago.

Here's the item using the MIC format. I've changed the powers a bit so the item is more accessible and reasonnable:

Safeguardian’s Torc


Price (Item Level): 2,250 Cp (6th)
Body Slot: Throat
Caster Level: 5th
Aura: Faint; (DC 17) abjuration
Activation: — and immediate (command) 
Weight:

Worn mainly by those that personally confront defilers, a safeguardian’s torc allow you to protect the land from defilement.


 Plant creatures within the torc’s protective radius  of 40–ft. suffer 1 hp less damage per spell slot expanded if caught within the defiling radius of a defiler casting a spell. This is a continuous effect and require no activation.


 When you activate this torc, a defiler within a 40–ft.–radius around the wearer must make a Will save or be unable to use the land at all. Even if he succeeds, the land is considered as barren terrain for the purposes of determining the spell’s DC and level check modifier. The area of ash the defiler actually creates when tapping land within a safeguardian’s torc protective radius is half that of normal. This ability functions once per day


  Prerequisites: Craft Wondrous Item, conservation.
 Cost to Create: 1,175 Cp, 90 XP, 3 days.

Glad to be back too. I don't know yet if I'll contribute much under the 4e ruleset, but for those interested, and still using DS3, I'll probably (for the near future) post other stuff in that edition.

I think that's a great item. My players just found an ancient ruined city, and a vault with a special kind of metal inside, -anti-magic metal!

I'm using DS3 with pathfinder, and will probably not use 4th Ed DS at all for the forseeable future.

It is perhaps too late to give it to your players, but on Athas already exist a kind of stone that block the use of life gathering for spell casting, hence the use of magic in spellcasting form.

This stone first appeared in The Amber Enchantress, book 3 of the Prism Pentad, but since then has been translated in game term by Penn and me about 4 years ago.

It might be too late. I need to think about it. Because a mysterious metal has already been mentioned and is part of the plot. Maybe I can switch out the metal for the stone in terms of stats, as they have not found or identified any for themselves, and anti-magic field metal may in and of itself be too over-powered. Next session is Sunday. The players are in the ruins of a gnomish city. They just opened a vault, they have not entered yet; inside are frescos illustrating the genocidal wars, as well as a number of items the gnomes were working on to fight the sorcerer kings. This place was a last-stand for the gnomes, an Alamo of sorts, and the vault was something they hoped would be found by adventurers such as my players. The vault-keeper is still there, completely insane, and is also a psionic lich ; )

It depends on how you described it to the players: if the metal covered the walls of the vault (which would make the vault alone be worth thousands of Cp, if they could sell it anyhow), it is hard to change; but it is items, then you have more latitude.

You need to take a look at the Athasian Emporium for ideas on material and items to use against defilers. See the Gray-forged steel for an unusual metal. Some items that are useful mainly against defilers could have been crafted by the gnomes to save themselves from annihilation (too bad they didn't succeed).

The metal will be used by a pendant, and an ingot sitting on a table in a back room. I like the concept of Gray-forged steel, I think I'll roll with it, -at least conceptually.
