Is it for PoL or are there specifics for campaign settings?


It is fairly generalized, although most articles like that are PoL.  Some new psionic specific backgrounds and racial feats which can be applied across the board.

Do they mention all the playable races? Like Minotaur and Devas? 


Changelings, Deva, Dragonborn, Dwarf, Half-Elf, Halfling, Human, and Tiefling all get some information on their takes on psionics as well as a background and feat each.  A sidebar has comments on githzerai, kalashtar, shardminds and wilden but no further information.  The lack of some information, specifically relating to eladrin and elves, has me wondering if there will be more articles in such a vein.

Second part of the Psionic Traditions article is up today.  This one includes information for races like the elves which were not included in the first article.  It is still more generalized but can be useful for adding flavor to your DS game.

Psionic Traditions doesn't say...what those things are. Feats? Does anyone know? Normally feats mention what tier they're for, at the very least.

They're feats.  They use all the same conventions and formating as feats.  The lack of tier information doesn't really hurt the entry, but they might fix it in the compiled issue.
