Such as thieves, bards, gladiators, fighters

I could see it in some ways. Such as a gladiator being able to intregrate telekinesis into his attacks and fighting style. Maybe not an advanced being perhaps, but more powerful.

Or a thief so good, he/she could swipe every item off the shelves, say using time dilation, before the store keeper can react

It's been established back in 2nd edition that Advanced Beings require the use of Psionics and some sort of mystic power (Preserving, Defiling, Elemental or Spirit of the Land); in 3rd Edition I’m not sure about the need for psionics on all forms of Advanced Beings. Now I'm not going to say one way or the other about turning some other lifeform into an Advanced Beings, it might be possible – depending on the whim of the DM. Using the 3rd Edition rules Advanced Beings are only really Epic-leveled PrC's anyway.

I wonder, are there also any rules for deity-PC's? I usually get stones thrown at me (metaphorically that is) because I approve of the idea. Though, I don't think being a deity would be all fun and games, especially on a world like Toril with lots of competition and other deities trying to kill you and your worshippers that you depend on.

The old school Immortal series so yes there have been rules for deity level PC's. If your playing Forgotten Realms there is fluff for becoming a Deity as it would seem that Divine Portfolios sometimes come up for grabs (or as my group discovered some are missing altogether – Horses and prairies anyone?). Now as far as playing something at that level, sounds like chess to me. If I'm going to play a RPG then I'm going to play as a RPG, I happen to like 1st level, I've even played NPC Classes in a party before (yes the other gamers looked at me like I had lost my mind when I presented my 1st level human expert to the GM).
