So I make a character so I choose a race (what ever) class (again whatever) and this time is where I am not sure. at first level I can or cannot choose a Theme if I do choose a theme as my character advance in level he can again choose to go from instant athasian minstrel to arms-troubadour at any time oh yea if he choose to not to take a theme at first can he take a theme later on?

At first level you can choose a theme in addition to class and race (you would be stupid not too, because you get the free power for doing it). You only get one power for free. If you want any of the other theme powers you must trade a equal level or higher power for the theme power. An encounter power must be traded for an encounter power. A utility for a utility. Etc. In the Dark Sun Campaign Guide, there is also some discussion of how you can switch your theme if you are unhappy with it. Follow these guidelines for a player who chooses not to pick a theme at first, but wants one later.

If you are a Athasian Minstrel you qualify for the Arms Trabadour. Once you reach Paragon, you may indeed choose this paragon path as your path.

If I am not mistaken, Arms Troubadour is a paragon path based on the Athasian Ministrel theme. Two things entirely different.

The theme would allow access to the paragon path at 11th level.

You can apparently switch theme ebtween levels, as long as you don't have powers that are related to the theme.

You can take a theme later on.

Arms Troubadour is just one of many, many Paragon Paths available to you in Paragon tier.  Every character selects them (even non-Dark Sun characters), but this particular Paragon Path requires the Minstrel theme, which you have.

Also, retraining is a standard feature of 4th edition.  The theme rules simply expressly allow you to retrain a theme under certain conditions.
