We ran out of time after the last templar ambush outside the cistern, but I ran a bit of epilogue where they returned to the Asticles Estate (he sent them), and he admitted that the water source may not prove to be much, but it could be a useful outpost for Tyrian interests. After I got home, I discovered the part of them being replicated, but it never came up.

I let the PCs fit together the idea that the wind machine could be replicated and it was up to them to secure the plans for making more so they don't fall into the wrong hands.

Basically, they were sent to find the cistern by templars who wanted to set up an outpost for advancing on Urik. In reality, the templars wanted to learn if Averak's wind machine worked before securing the plans The PCs sort of pieced this together and were free to do whatever they wanted with that info (including telling the templars the cistern was dried up and useless, then shopping the information to someone else or trying to secure the plans themselves).

This adventure could be turned into a big long plot where the PCs play factions against each other while they the resources to build wind machines to make water. I think liberating a city of their dependence on rationed water is a great heroic capstone adventure. As is crushing everyone into submission by owning all the water.
