As a point of reference to assure I am understanding, the use of arcane magic that envokes defiling is not limited to casters and their "spells" correct?

It also effects any class with the keyword arcane in it's power such as swordmages??

Thanks!

Every power with the 'arcane' keyword is a 'spell' by definition.

A swordmage using Booming Blade is casting a spell and therefore must state whether she is defiling or preserving. A swordmage using Burning Blade (a daily power) can use the Arcane Defiling power to reroll its attack or damage roll.

An arcane power doesn't have to be an implement power to qualify.

You get the arcane defiling power as soon as you get a daily power that has the arcane power source.  The game doesn't care how you get that daily, so multiclassing or getting a daily through a paragon path or theme counts.

It can only be used with such powers, though.  You can't defile with martial, primal, shadow, or other power sources.  This is in the text of the power itself.

Swordmage dailies use the arcane power source.  They have the power and can use it with their class dailies.  Ditto for bards, sorcerors, warlocks, artificiers (if you allow them in  your games), wizards, and all other arcane classes.

Swordmages and Bards use weapon arcane attacks, does that mean they can Break they're weapons AND defile?

I think there's a limit on the number of Free Actions you can use. They can Wreckless Breakage OR Defile (but you can't re-roll twice). Is that right?

The rule is:

A creature can take a free action to use an attack power only once per turn.

Weapon breakage and the arcane defiling power do not qualify as attack powers.  All they do is grant you a reroll on an attack power.  So yes, bards and swordmages could use arcane defiling to get a reroll on their dailies.  If you are using the optional rule on weapon breakage, they can also choose to break their weapon to get a reroll on a one.  In both cases, it costs you something, so I don't see a game balance issue with it.
