Whats this about?

Where is it? someone said it was in the DMG 2, but I can´t find it

Page 138 of the DMG II. At the bottom of the page there is a block of text dedicated to "A Reward-Based Game".

It talks about removing magic items and giving PCs a flat bonus to attacks, damage and defenses. These are the inherent bonuses that replace the enhancement bonus from magic items.

If you use the Character Builder, in the Manage screen, you'll find a check box you'll need to click to activate Inherent Bonuses for your characters.
