I plan to destroy Tyr.  My players should visit Tyr prior to it's destruction, investigating Kalak's death.  They will return to invistigate Tyr's destruction.  The Dragon will take revenge on Tyr for Kalak's demise and the lack of slaves for the annual sacrifice.  Large swathes of Tyr would be left defiled.  What would be the aftermath of the Dragon's wrath?  I am looking for adventure ideas in a ruined Tyr.

If I did that, I think during the day it'd be completely silent, no activity.  Emphasize the GOLD present in the remains of the palace, that some of the luxurious resources enjoyed by Kalak weren't all destroyed or stolen.  Let the players get comfortable.  Then, during the night, various things that lived in Under-Tyr would come out.

If you want a reason for them to stay longer than that first night, perhaps there was some part of Kalak's research that, if it fell into the wrong hands (or claws, or tentacles), could have devastating consequences.  Or maybe there's what's coming from Under-Tyr to the surface is the food for something worse, and somebody's getting hungry.

If there is to be some help, the players could find out some of the city's poor just managed to survive because they were already hiding in some of the upper parts of Under-Tyr.  Course, not all of them are going to be skilled warriors.  Perhaps they've been forced to live in defiling fall-out zones, and are slowly wasting away (but hey, no monsters!).
