I've looked at old maps of Athas and at the route my PC's are taking on their skiff they'll eventually run into it. What is it? I can't find any info on it. Supposedly Tithian gets stuck in it or something?

The Cerulean storm hasn't happened yet (if it does) in the current edition, but previously, Borys the Dragon has Rajaat imprisoned out that way, some heroes go to be heroes, accidently free Rajaat (who went from being a pyreen to some storm thing), kill Rajaat (storm thing just becomes a continual storm), Tithian (who turned out to be a jerk) had his mind imprisoned in the storm (unknown if he's has any affect on the storms or what).

Some mages figured out how to tap the power of the cerulean storm, apparently circumventing the whole preserving/defiling issue.

Before all that happened, out that way was silt, lots of silt, Ur Draxa (which your players may want to avoid unless they're epic level, check out Valley of Dust and Fire), plenty of silt, more silt, silt as far as the eye can see, and even more silt (Vikings begin singing "silt silt silt silt").  Also, silt, and whatever you want out there (have fun).

The Cerulean Storm hasn't happened yet, because the events of the Prism Pentad following Kalak's death haven't and might not happen.

And in case anyone is reading from the Dragonlance board is watching, YES, this COULD happen to the War of the Lance as well, particularly if WotC decides to ignore the mere existence of the Heroes of the Lance like it well should.
