What is the Cerulean Storm?

Having been in contact with the Dark Lens as Rkard cast his spell, Tithian becomes mystically connected to the Black and Rajaat's elemental nature. The result is Tithian becoming the Cerulean Storm

I'm making my cast of major character and not sure what it is.  Right now I have Tithian as a vengeful archon or some sort of firery elemental being, but still partly human.

From what I remember reading, the Cerulean Storm is an elemental catasstrophe that takes the key features of Athas and reverses them. Instead of everything being dry and hot, everything under the Cerulean Storm is cold and flooded. It seems to move on its own, dousing each of the remaining city-states with fiendish regularity.

In the books as Tihian releases Rajaat he becomes his new champion.  Rajaats sorcery is basically water type. Tithian  was given his right to use this type of magic through the lens as you stated. Through psionics he attached himself to this lens as Rkard sealed away Rajaat. Thithian forever became a storm cloud after the sealing. So... essentialy there is no human fetures left to him exept his cosciencnese(probobly spelled wrong). Aside from that he is a quick lived storm that packs alot of lightning and heavy downpours refered to as a Tyr Storm in "The Rise and Fall of a Dragon King" novel.

Interesting alternate explanations, but otherwise not cannon. 

The Cerulean Storm is what is left of Rajaat's elemental body when his life force is once again trapped into the Hollow after young Rkard casts a sun spell inside the Dark Lens, obliteration Rajaat's shadow, which at this point had become the repository of Rajaat's life force (that way, damage to his body would not prevent his shadow from being cast, rendering Rajaat even more immune to damage than he was before).

The sun spell also vaporizes nearby Tithian who had rushed to touch the Lens at the moment the spell was cast. Later on the heroes discover that, while Tithian's body has been vaporized, his life force has now joined the elemental mass that has become the Storm. But Tithian is unable to affect the Storm, and cannot control it like Rajaat controlled his own body.

It has been suggested that every Cerulean Wizard is a plant by Tithian, a tool to help free him from the Storm.

ok, so he should be something water or storm related.  I'm going to set my campaign in FY30, so he's had 20 years to learn how to control the elements and manifest himself into something resembling humanoid form.

Maybe hes been enslaved by clerics/cultist that harvest him for water?  The PC's unknownly free him, not knowing who he is or that he wants revenge on Rkard.

Bill Slavicsek's Beyond the Prism Pentad booklet describes Malignor, one of king Kalak's former defilers, who went into hiding after the Revolt, and came out to secretly serve Tithian when careful observations showed Tithian's libertarianism was a sham. 

Somehow, though, Bill didn't give the Ceruelan Wizard kit to Malignor.

I suggest people like Malignor (as NPCs with monster stat blocks) would have access to storm-themed powers, inspiration to be found in Defilers and Preservers: Wizards of Athas' description of the Cerulean Wizard kit, and with Athas.org's Prestige Class Appendix I's PrC of the same name.
