The weapon breakage rules are a fun sidebar in the Equipment section. We all know that. And they discuss how you lose all benefits from the item until it is repaired.

But where is the information on repairing items? How much does it cost? How long does it take?

Make Whole
As you finish the ritual, the oaken door stands whole and unblemished as if Orten the Rager hadn’t just burst through it with murder in his eyes. It’s the least you can do after using the inn to ambush the infamous barbarian.

Component Cost: Special
Market Price: 50 gp
Key Skill: Arcana (no check)
Level: 1
Category: Exploration
Time: 10 minutes
Duration: Permanent

A single object that can fit in a 10-foot cube is completely repaired. The component cost is 20 percent of the item’s cost. In cases where you attempt to repair an item not on any price list, the DM determines the cost.

If you mean some sort of mundane crafting, then I have no idea.

you could utilize the same rules/cost from the ritual, but just make it a non-magic sort of deal.  PCs would have to find a craftsman who would make a skill check (replace the arcana with something else).  success determines level of repair - poor, good, excellent - and amount of time it takes to repair it - short, medium, long respectively.  maybe adjust the check based off of material...bone and wood may be easier to repair than obsidian or stone.

There's a Martial Practice that does the same thing, but only repairs it for a day.  I'm not sure why you couldn't simply adjust that to be more permanent.  The added benefit is that, as a martial practice, it costs a surge, which seems much more appropriate for Athas.

I don't have martial power 2, but the compendium has these practices listed.

It appears that Temporary Fix costs a Healing Surge, but not any components, lasts a day (approx until an extended rest?) but will fix any weapon in the time it takes to take [long] short rests.

There's also Master Artisan that does not cost a Healing Surge because it takes 1 hour to use. Instead, the practices creates a "new" item and costs the standard price in components.

I might houserule (DM's golden rule) that any character would automatically know the Temporary Fix practice if they are trained in Thievery or Athletics and are proficient with the weapon. Thus, a player could temporarily repair a weapon that lasts until they take an extended rest. At that point, they must buy a new weapon or use Master Artisan to build one.

I really am not thrilled at the cost of a healing surge. What about the cost of a survival day? Are there any other options without being overly cumbersome?
