Why has no other Sorcerer-King tried to take control of Tyr for themselves?

Some of the other Sorcerer-Kings are interested, but they know they're not alone.  Each is sizing up the situation, looking for an advantage.  Any of the SKs could clear out the factions openly vying for Tyr, but none of them is comfortable going against their fellows.
