Had a player present an interesting question. If they have an AL character that got the belt of dwarvenkind from the Phandelver Mines adventure then does an AL legal Princes of the Apocalypse and gets the dwarven thrower, can he attune to it if he is not a dwarf?

It isn't specified in the rules but I'd think he could based on how that combination typically worked. Thoughts?

I'd say that, for organized play purposes, a Belt of Dwarvenkind doesn't satisfy the "requires attunement by a dwarf" property of the Dwarven Thrower (because it doesn't specify that it does).

In a home game, I'd absolutely support this working.

The Belt of Dwarven Kind does not allow any exceptions to the attunement requirements. If it did, it would say so explicitly.

The belt does what it says on the box - grow a nice beard, speak/read/write dwarven fluently, advantage on poison saves/poison resistance, advantage on charisma (persuasion) checks with dwarves, +2 Con, etc. The Belt in question has one additional minor quirk - it never gets dirty or tarnished... That's it.
