The AL rules prohibit magic item creation - clearly they don't intend Potions of Healing, something in the PHB, in this restriction? |

ALPG, p.6 - "Magic items cannot be sold, and are not generally available for purchase, except for potions of healing..."
Potions of healing are consumable magic items. They can be purchased, but not crafted.

In the ALPG, in the FAQ section; "Magic item crafting is part of a rules option presented in the Dungeon Master’s Guide. It is not allowed, along with most rules options in the Dungeon Master’s Guide."
Since the rules for crafting Healing Potions is in the PHB - not in the DMG - I'm pretty sure it is intended that you can craft Potions of Healing despite it being a "magical liquid"
The rules for Crafting in the spending downtime, along with it being something that requires the Herbalism Kit tool to make, make it pretty clear that it takes 10 days and 25 gp (+ costs for lifestyle). The "magical liquid" line is the only thing to suggest that it might be a magic item - but I'm pretty sure that is not the case.
I'm afraid I'm going to need more evidence (or an official responce) on this matter. |

The actual crafting rules in the Basic Rules don't allow for the creation of magic items, either: "You can craft nonmagical objects, including adventuring equipment and works of art." (BR, p.68) You'd think if the Basic Rules allowed the crafting of potions of healing as an exception, it would be called out (like the purchase exception in the ALPG).
I don't know that it necessarily breaks the game to allow characters to craft potions of healing -- instead of spending 50 gold, you spend 25 gold and 10 downtime days -- but I don't see where the option is specifically allowed in Adventurers League.

| #7shivafangAug 21, 2014 7:31:53 | That is a fair point. This is definitely something that needs to go into the official FAQ as multiple people are clearly ruling it different ways - and it's a major enough thing that we need a clear ruling on it. |

| #11Raddu76Aug 21, 2014 17:59:45 | The potion of healing says its a magical red fluid. Craftingt specifically says its only for nonmagical items. So, no, you cannot craft Potions of Healing. |

| #17MattprowseAug 22, 2014 0:37:13 | I like my Rules as much as anyone else, and I love pouring over books, and gleaning secrets and working out cool combo's and character ideas, and I know this is Organised Play - But given that, to me there are two very important goals to organised D&D play (and Encounters especially): Firstly, to showcase to potential new players that this is a Roleplaying game, a game of imagination and shared storytelling. It's not a hard-core tournament card game or a competition. It's 'somethng else' you might want to be involved in. Secondly, to allow players to meet up, make friendships and take the game and skills they learn beyond OP and play wherever they like - One of the skills I want them to practice is making calls like this, and dealing with players to enhance their enjoyment and participation, not slap it down with a rule.
If a character in my game wants to be a hebalist - great that's some background I'd encourage and we're starting to flesh out more than 'I attack with my stick'. If they use their downtime to make someting that someone else can buy from a list in the PHB for 50gp, and that will really help the party in times of need, then I'm going to let them. It's not game breaking, it fits the flavour of the rules that are presented to us, and they could buy one themselves anyway (Heck, I've done one two-hour session and there won't be any downtime yet for weeks). As soon as we have the next tier of rules, and the Faction downtime actions, I'm sure this will be a less glamerous use of downtime.
