I'm still confuse about those certificate for official organize play (like in a store or at the Convention) if I play in a store and obtain an item I will receive a certificate. But if I play the same adventure with my friend at home, we don't have those certificate, so if I go to a convention I won't be allowed to use my item? or is the certificate only to trade the item?

And that rule that everyone should have 1 magical item before getting a second one, what if in my group we have no mages, and we found a staff (for mages) can we bring it and keep it in the group loot and give it when a Mage will join our group? without forcing the rogue to pick it up and then the rogue is stuck without being able to get a usefull item untill everyoen else get a magical item?

What about consumable? if the fighter got a potion of flying (for example) when the group found a weapon +1 he cannot get it because he got a potion instead? fairly seem fair that a potion prevent you from getting a magical weapon. what if the fighter drink (wasting) the potion so now he got 0 magical item and can now ask for the magical weapon?

and to trade you can only trade rare for rare, very rare for very rare? so let's go back to the mageless group, the rogue got force to take the staff of defense (rare item). A mage join the group and in his group he got forced to take a very rare item that he cannot use (a melee weapon but he got 8 strenght) he cannot trade this useless sword for that good staff? what if they trade the rare staff and a uncommon potion for the very rare weapon?

I know that in home game no one care and you can still do it. I'm asking for organize game.

My understanding (and possibly wrong) is that the number of permanent magic items in a group only matters unless the table can't come to a reasonable concencus about who should get what. Essentially, I think it's used to help settle arguments in the case of player shennanigans.

No one says they have to take the useless one in the first place. Group of Paladins, Fighters, Clerics, Rogues might just look at the magic staff and go "Well....meh." It's not like you can sell it or disenchant it. So you can just leave it there on the corpse of the bad guy.

How else would you arbitrate the disputes? Roll off? Too random. Knife fight? Too bloody. Loud arguing until someone folds? Lowest level guy always gets it? Highest level?

So a high level fighter badguy has a magic sword, and he's killed by the party. Should everyone that wants one get a copy of the item? Don't think that feels natural to people. It's not a perfect way to do it, surely, but there has to be some way of arbitrating that.

Let's take A party of Fighter, Rogue, Ranger, Sorcerer. The Fighter and the Ranger would both like the +1 Longsword off the BBEG. They would talk about it first, see who can get the most mileage out of it. They might make a deal. Maybe the Fighter has a +1 Shortbow he's really not using and they agree that the Fighter signs over the bow to the ranger in compromise for taking the Longsword. They might decide (if they play together often) that the Ranger gets this one, and compensate them for it later. There are lots of scenarios in which permanent magic item county doesn't figure into it at all.

The codes are not for registration. You do not need to do anything. I do not think that they have any function.

How to download the adventures is a longer/larger question. You can find the full details of how to get involved in Adventurers League at http://dndadventurersleague.org/get-involved/ - and if you have specific questions after that, try contacting the regional co-ordinator for your region, or starting a thread for the question you have.

Sorxores: You do not need to have a certificate to have the item. If you do not have a certificate you can have the item, but you cannot trade it. This means that you are right: if you find a 'useless' item and you are playing without certs, you should leave it behind as you will not be able to give it to another character.

Consumable magic items do not count towards the number of permanent magic items a character has, so that doesn't matter.

but by the rule, is there a way to keep that "useless" item in the party loot but without attributing it to anyone? Here what I mean:

I know my public group we have a core group of 4 players that are there 90% (let's say for the example barbarian, melee fighter, ranger and cleric) then every week we get 1 or 2 random players that will come once and never come back or that will come once in a while. so once the core group got 1 magical item each, so we could give them those useless item so they don't get a usefull item then disapear

I thought the idea of this new edition was to limit magic items period.  Your character's skills and feats would make them special so carrying around a bunch of magic items was pointless.  Also all monster are supposed to be hit by mundane weapons.  Unless the closed playtesters changed this also to try and make the game more like Pathfinder.  I do not want this to be lets run around and collect certs like in LC and LG.

Strait from the AL Players Guide

Certificates
Some events offer certificates for magic items or other
rewards. Most certificates are representations of an item
earned in an adventure. Some magic items have a trade log
on them. If you have a certificate of a magic item, it might
unlock the ability to trade the item to another character. You
cannot trade magic items without a certificate.

Characters can trade magic items only on a one-for-one
basis, and can trade items only of equivalent rarity. The
rarity of each magic item is noted on the certificate. Fill out
the trade log to trade the magic item to another character.
If a magic item doesn’t have a trade log on it, it cannot be
traded.
Most magic items can be traded a maximum of two
times before being locked to the last owner.
You do not need a certificate to show you have ownership
of a magic item. Your adventure logsheet should have that
information. If you lend out your magic items during play to
other characters, they revert back to your ownership at the
end of the session.

There are also a few special certificates that aren’t
obtainable through normal play. These certificates might
provide additional benefits or exceptions to some of the rules
in this document.

So that solves that.. Home games can use their Magic Items at conventions as long as they have a properly filled out Adventueres Log. If  you are playing at events you can get certs for items for official trading purposes and even exclusive items.

I would think this means if you have an item in your adventure log and go to a store or convention if they have any extra certs you might be able to ask for it to make it "official"

One off players who get magic item certs are how the quantity of magic gear is going to be reduced in organized play. The rest of the issues discussed don't really seem to be big issues if you ask me.

As the DM, I just sign the session log for players. Anyone can copy my DCI Number or name. I also ask other DM's running games to do the same.

(Admin hat off)

I think the number on the cert might actually be for Dungeonscape so you can import pics of the cert into the Morningstar character builder, but that is just a guess.
