as it goes at the moment there is no way to discard magical item that you no longer want/need for reason X.   The only legal way I can found would be to trade the item for a certed consumable item, which lower your permenant item count, then you can consume (or keep the potion to trade someone else later) So for all of you out there with cert for potion of lfying, potion of vitality etc... (a lot of potion from LMoP were certed) don't drink them, keep them and trade them to player who want to reduce there item count, you could end up witha  good deal.
