It's pretty good for wizard who will gain additional spell in there spellbook.
Similar outcome for a sorcerer, completly useless if the sorcerer is season 2 and will allow him access to restricted spell to choose from but only when choosing a new spell when he level up if he come from an season other then 2. |

You can wait until a moment of your choosing before retraining the 30 SLs (but all SLs must be retrained at once). No, you cannot do this training in incremements - it is an all/nothing venture.
You are not forced to retrain the SLs the very next time you enter a town of sufficient size - only that it requires a town of sufficient size to take the training opportunity.
Think of it like a one-use token The token says "This token is good for one training session of up to 30 SLs". Redeem this token in any town of sufficient size, and pay Downtime, lifestyle expenses, and spelltraining expenses (as if you were a wizard scribing a scroll into a spellbook) for each spell you wish to learn/retrain.
