Will any of the "villanous class options" be available for adventurer's league PCs? Like the oathbreaker paladin or death domain cleric?

IDK about adventure league, but atleast for regular games I dont see any reason why not too. This is assuming they are balanced in terms of power,

I don't have the AL rule book with me, but I'm pretty sure I read somewhere that, at least for the Rise of Tiamat arc, the optional rule from the DMG will not be available.

The Adventurers League Players Guide covers this on page 3:

"All classes and character options within each class

available in your rules are allowed for play."

and

     "Allowed Rules

Characters originating during the Tyranny of Dragons

storyline season can use the following rules for

      character options:
      • D&D basic rules (all rules except rolling ability scores

and hit points, some alignment restrictions)
      • D&D Player’s Handbook™ (all rules except rolling abil-

ity scores and hit points, some alignment restrictions)
      • Hoard of the Dragon Queen™ appendix A

Official documentation, such as a D&D Adventurers

League certificate, might provide exceptions to the allowed rules."

Since the Dungeon Master's Guide isn't listed in the Allowed Rules section, classes from that book (when it's released) won't be allowed for this play season until/unless the Allowed Rules are revised. That seems unlikely to me, at least for the current story arc. There's also this tidbit from page 20 of the ALPG:

"It [magic item crafting] is not allowed, along with most rules options in the Dungeon Master’s Guide."

I hope this helps.

Note that the Death Domain was given out on a cert at the Epic mod run at GenCon 2014 -- so these exceptions aren't impossble.

But yes, you should probably assume that nothing listed in the DMG is going to be AL-legal for player use as-written in the current story season.

So far, the Death Domain cleric is only allowed via the special cleric of Kelemvor cert that was given out at Gen Con and a few select regional conventions.

At the moment there are have no plans to allow the variant rules from the DMG without certification. In general we give away such things at conventions.
