I'm about to begin a campaign with four PCs, but I'm unsure about how consistently some people are going to be showing up. Is it AL legal to have an NPC or DMPC jump in to fill out the party roles if one or more players don't show up to the table?

Dmpcs are not legal as per the AL FAQ. My apologies about the lack of a direct quote or link as I am currently answering from my phone.

Everything stated above is true, of course.

It is possible, in some AL adventures, for the players to bring certain NPCs along with them to help out. In such cases, the DM can of course have them work with the party if appropriate, but they would need to be those already in the adventure, who have a good reason to be there and assist the PCs.

However, this doesn't actually lift any of the limits on the minimum party size of three. You still have to have 3 players each with a single PC at the table.

Examples of season 1 adventures where this can happen:

spoilers

Shadows over the Moonsea: Elisande (commoner stat block) can accompany the PCs, making Medicine checks to stabilize any dying PCs.

Dues for the Dead: Cassyt (acolyte stat block) joins the players and can cast cantrips and spells to help the party.

The Scroll Thief: Although it doesn't suggest in the adventure, you could possibly allow Vera Marten (suggested stat block: guard) or Cassra Brandywine (suggested stat block: commoner) to accompany the players later in the expedition.

Drums in the Marsh: It says Taroo won't go with the players into the marsh, but you could always have him change his mind.

Tales Trees Tell: Serelis the ranger (suggested stat block: scout or tribal warrior) will accompany the players on the expedition.

Outlaws of the Iron Route: If freed from Grimshackle jail, Rathene the half-orc prisoner (suggested stat block: bandit) could accompany the players to King's Landing. Alternately, if the party can locate Sirge Wintermelt, the Harper contact who is a prisoner (scout stat block), he could assist the party. Maybe he managed to escape and the players stumble upon him?
