Gaining wizard spells.

In the players hanbook it says "You might find other spells durring your adventures. You could discover a spell recorded on a scroll in some evil wizard's chest, for example, or in a dusty tome in an ancieant library." Scroll and spellbooks aren't the only way to gain magic.

 

If an adventurer wants to spend a little downtime and gold to find other wizards in towns/cities is that allowed for trading spell. There is certainly a suspcious void of wizards in PotA and DDex season 2. The second portion of this is the Brotherhood of the Cloaks. I mean this is an arcane tower of mystery filled with magical knowledge. It seems reasonable to me that any ranking member of the cloaks could pretty much copy all leagal spells they want assuming they have the downtime and gold to pay for those services. Obviously Rank in the Brotherhood matters, 1-3rd level spells until rank 2, 6th level spells after Rank 6 and so on.

 

Are there any AL rules not permiting this?

Why can't a wizard use the research option to 'find' spells that he can add to his spellbook?  The description of what is required to add a spell is pretty darn similar to the language used to describe how you do research.

 

Wizard says I want to spend downtime researching 'haste'...How long does it take me to find enough information to add it to my book?  Keeping in mind that this still would require lifestyle upkeep, in addition to the normal cost in gold and downtime days to add a spell.

There was a NPC from season 1 who was a magic school teacher. Perhaps later Expeditions can allow for spells to be added as a story reward from similar NPCs? That way classes other than Wizard and Tomelock can learn spells outside of their Story Origin. Currently the only way for non-book casters to gain non-SO spells is via the Orcsplitter trade, which limits their availability significantly in comparison to the bookworm casters. I ended up having to start a new Sorclock this season to have access to EE spells. I don't mind starting new characters when it comes to new classes, subclasses, and races. I just wish there was another option for gaining non-SO spells that was compatible with all casters. I know that the W in WotC stands for Wizards, but non-nerd casters need love too.

If the option of copying spells from a tutor is specifically listed in an adventure - you can most definitely take advantage of it. If it is not listed - your only option is to copy spells from a scroll, spellbook or another PC

So, when the ALPG says all PHB options are legal rules options(except rolling hitpoints and alignment restrictions), they meant to say 'except for the Research downtime option' as well.  And they also meant to exclude the Sage background from allowing a player to find 'spell data' too.  I get that you can't craft magic items, because it is explicitly forbidden...I was not aware that options in the PHB that are not explicitly allowed in the ALPG are also prohibited.  I also get since scrolls ARE magic items they are not available....However wizards are not required to have a magic item to learn a spell.  Additionally, spellbooks are a MUNDANE item, and thus could be bought potentially with or without spells.  They explicitly have an AL rule that allows them to be kept if found as treasure....because otherwise they would all be liquidated for 10g as soon as the session ended.

 

Do I understand correctly that this is just an arbritrary set of rules because they don't want wizards getting spells?

The entry on all PHB options is referring to character creation specifically. Downtime activities are not character creation. 

 

The rules are not arbitrary. In fact - wizards can get more spells than most as wizards can copy spells into their spellbooks as a downtime activity - and can even use this downtime activity to copy spells from outside their allowed rules. 

 

To do so however you must copy the spells from a scroll (listed in an adventure, obtained from Fai Chen, because you are a rank 3 Zhent in Mulmaster, or are a rank 3 Cloak in Mulmaster), a PC spellbook, or a captured spellbook (from an adventure).

The scroll you get as a rank 3 Zhent or Cloak can be copied into your spellbook, either during the session or as a downtime activity at the end of session. Keep in mind that while Zhents can pick any scroll, Cloaks can only pick one from the PHB.
