Firstly - I am flattered, but I don't make official rulings as I am not an admin. I do however make every effort to know them

The item description in the DMG is the official source. Bracers of Defense add +2AC, and the dagger of venom functions as per the DMG. These entries are outdated and were based off the playtest versions.

With that being said - As you mention above, many items from Expeditions have additional quirks (such as glowing in moonlight on the ring of evasion, or permanent endure elements on the elven cloak).

It is possible that some items in a future product may have similar quirks, although I am not aware of any in HotDQ.

If an item has a quirk, its primary abilities function as per the DMG, and it also has a minor secondary ability as per its description in the adventure

It should be noted that magic item quirks are part of the core rules -- they're in the DMG.

It's not clear whether an AL DM has the authority to add a quirk to a magic item contained in an adventure -- my guess would be she does not -- but existing quirks on items in AL adventures is standard 5th edition D&D.

After looking through 3e Unapproachable East, I want to play a Volodni !

The closest I can get in published 5e rules is a Wood Elf - when I hide in the woods with ease, it's because I really do look like a tree.

But there's no AL-legal way to get a volodni's Plant (instead of Humanoid) type, nor the Bluewood special-quality-material gear.

You are correct. Reflavoring only goes so far. I play a Leprecaun "bard" (forest gnome wizard, entertainer by). I could not gain the fey type as gnomes lack that quality.

Cosmetic changes are perfectly acceptable. Mechanical changes - not so much
