So I'd say if you want to join them, you can either go to the Tower of Arcane Might, the Tower of Mysteries, or wander around casting spells until someone shows up to arrest you.   Alternately, there are several Expeditions which allow you to meet members of the Cloaks, who either suggest you join or who sponsor you for membership. (You don't technically need a sponsor, but it helps -- you advance in ranks faster because you get To Wear a Cloak favors.

As such, whenever you spend DT, you must maintain a wealthy+ lifestyle.
