I don't have teh document with me but I was wondering about this.

 

I f I recall well, the only book the player is only allow to use in season 2 are: the PHB, the Player companion, and teh Appendix A in the Monster manual?

 

So according to this the druid cannot shapechange into a dinosaur nor into an elemental? since he doesn't have access to their stats?

 

Then little quick question ( I hope) is there an AL list saying what animal an AL druid level 1 have seen before it's first adventure? since in the tier 1 expedition, LMoP and HotDQ the druid do not meat many beast in his way. Is it up to the DM to make a list for his player? can the player make the list? is that list got any value between tables? can my current DM tell me that I did saw a [enter beast name] then next week a different DM is Dming the table and he say that I never saw that creature? So my druid will suffer from temporary amnesia? Do we assume the druid know all the animal from appendix A and from the PHB?

You get access to all of the creatures on those lists as soon as you are the level to be able to use that form.

Technically it does sound like you can't summon elementals or fey or whatever, and you can't change into elementals. Is that how anyone else would read the restriction?

I only allow Monster Appendices if they've been properly cleaned and sterilized after extraction from the Monster Carcasses.

The only time a spell might be affected by the "Allowed Rules" stipulation is if the spell's effect requires the player to consult other rules (eg. the Monster Manual) in order to determine its effect...... 

 

This rule only affects spells like polymorph, gate, find steed, conjure X, animate dead, etc.

 

Animate Dead in particular is unaffected, as both skeletons and zombie's are found in the Player's Handbook (Appendix D), which is a legal rules source.

 

Find Steed also has a lot of very useful targets such as Tigers, lions, Dire wolves, and Elephants.

 

Even then, I am not sure if it is the intent for these spells to be affected (I will confirm). 

 

Regarding the other spells on your list, many of them are self-contained, and do not reference sources outside their spell description to determine their effects. Using them as an example is a massive straw man.

 

The following conjuration spells are unaffected, and/or still viable under the ruling.

  • Animate Dead: Unaffected; player's handbook (appendix D) is a legal rules source.
  • Find Familiar: Unaffected; player's handbook (appendix D) and monster manual (appendix A)
  • Conjure Animals: Other than dinosaurs and a few select creatures. Largely unaffected
  • Find Steed: Other than dinosaurs and a few select creatures. Largely unaffected
  • Polymorph: Viable, but options are limited to PHB and beasts in the MM (Appendix A). The ruling hurts this spell
  • Gate: Viable, but options are limited to the PHB and beasts in the MM (Appendix A). The ruling hurts this spell.

The following spells are the only ones (on your list) which are rendered useless by the rule.

  • Create Undead
  • Conjure Elementals
  • Conjure Minor Elementals
  • Conjure Woodland Beings
  • Conjure Celestials
  • Conjure Fey

The following spells would be unaffected by this rule in all cases, as they are self-contained and irrelevant. Bringing them up is a strawman argument

  • Unseen Servant
  • Fireball
  • Lightning Bolt
  • Locate Creature
  • Evards Black Tentacles
  • Bigby's Hand(s)
  • Wall of Stone/Fire/Force/Ice/Etc
  • Meteor Swarm

To be fair, all the options listed in the spell description for  Find Familiar (including pact of the chain) and Find Steed are either listed in the PHB or MM App A.  For animate dead, basic skeletons and zombies are listed in the PHB.  I don't think there are any viable options for Conjure Animals outside of MM App A, either.

 

Beyond that... massively gimping the conjuration spells would suck, but, whatevers....

I have spoken with the other RCs/LCs, and here is how we understand the Allowed Rules.

 

The Basic Rules includes both documents (player's basic rules and dungeon master's basic rules).

 

  • Most of the spells have options which can be summoned from the DM's basic rules.
  • Druids can wildshape using the elementals found in the DM's basic rules.

Conjure Celestial is an exception, however as conjured creatures are friendly NPCs under the control of the DM, and the Monster Manual is legal for the DM to use, this is also a nonissue.

The thing you may not be aware of Coredump, is that when I raise the issue with the RCs/LCs - I am only speaking in shorthand. The truth of the matter is, the threads I raise my questions on are frequented by Admins, RCs, and LCs. I always make certain to list when the answer is a direct response from the Admins however. If it is just us RCs/LCs talking, I group us together as none of us have any rule-making authority (as I have said before).

 

In this case however, the answer is straight forward. The DM Basic Rules is a legal rules source, and as such - any monster listed within it is likewise legal.

 

The answer about Conjure Celestial was not mine - it was someone elses, I just passed their answer along. Honestly, I am not sure how I feel about that answer tbh. At my table, I would simply say that there are no legal targets for Conjure Celestial in the allowed rules (afaik). I wouldn't want to disappoint a player should they go to a different table where the DM rules differently.

I cannot imagine that the intent was to ever limit the actual gameplay options, which would include spell results.  As Coredump mentioned, it's for creating and advancing your character - I honestly think the intent was to allow Beastmaster rangers to pick animal companions that aren't listed in the PHB.  I can't imagine that the intent was anything other than that.  Anything else cripples too many actual game play options, which I can't see as an intent.

While in this particular instance I do not really see a need, the option of limiting spell results is a valuable one to have in place. Considering past Organized Play experiences I could very well see it as intentional. I fully expect several people are already building spreadsheets to determine the most "valuable" shapechange options or the ones with the most undefined rules interactions...fact of life  

 

So unlikely I will enforce limits here, but I appreciate being able to... for now.

Since conjure fey can be used to summon "a fey spirit in the shape of a beast" I don't think it is rendered useless by this ruling as the spell can be used to sommon any of the beasts from MM Appendix A or the PHB.
