With Casual Play is alright to move higher-level players (say level 4-7) who were playing HotDQ up until now directly into PotA at a reasonable starting spot in that module?  Thanks!

A character from any Season can play in any adventure, regardless of Season, as long as the character is within the min and max level requirements of the adventure. So yes, a Tyranny of Dragons character can play in Elemental Evil and vice versa, whether it is Encounters, Expeditions, or Casual Play.

The only difference is that your Tyranny character cannot use character options from the EE Players Companion. Which really only effects spell casters.
