I'm not sure who or where people are forming groups for this style of play but it is your best bet. There was a request last year to allow online gaming for AL and they have allowed it in this way which is pretty cool. I was expecting something for roll20, but I guess you can use that for the format online. Hopefully someone who knows where people are forming groups will comment with some suggestions for you.

What I like about option 2 is that the only restriction is that the session must be broadcasted in a publicly observable format. VTTs like roll20 can still be used via screencasting software. In such a configuration, I'd recommend that one of the players be the one screencasting. That way, the public can only see what the players see.
