Permanent Magic Items

Hokay, so I has another question.

The owner of the store I game at has been the one running Expeditions, I'm getting ready to begin so he can play as well.  He is under the impression that characters can have one permanent magic item per level (thus a lvl 3 character should only have 3 permanent magic items).

I understand the allocation of items so everyone's pretty fairly equipped (pretty standard, considering I've been gaming a long time), but I have not seen anything in writing that backs up his claims.     In a party of 5, it's not likely, granted; but is there anything that specifically says a 3rd level character can't have more than 3 permanent magic items, for example?

Thanks.

There are no magical items per level rule; that was more of a Living Forgotten Realms thing.

If multiple people want a magical item, then the person with the lowest number of magical items wins the item.  If there are two people with the lowest number of magical items, there is a roll off for it.  Single use consumables aren't part of the equation though.  Having 500 potions of healing doesn't count towards your magical item total for example.

Here's the relevant snippet from page 11 of the Adventurers League Players Guide:

Permanent Magic Item Distribution

D&D Adventurers League has a system in place to determine who is awarded permanent magic items at the end of a session. Each character’s logsheet contains a column to record permanent magic items for ease of reference. Follow these steps to determine how to distribute permanent magic items:

  • If all the players at the table agree on one character taking possession of a permanent magic item, that character gets the item.

  • In the event that one or more characters indicate an interest in possessing a permanent magic item, the character who possesses the fewest permanent magic items gets the item. If there is a tie in the total number of permanent magic items owned by contesting characters, the item’s owner is determined randomly by the DM.

there is no such thing as maximum magical item per level.

But there is such a thing as a caracter can attune to only 3 magical items, many permanent magical item require attunement. You can still own 5 attunement item if you want, but you can only use 3 at a time.

I dont' have my book so I cannot quote it, but it's in the beginning of the DMG section on the magic item.
