Spell Scrolls in Hoard of the Dragon Queen

Hi,

 

Im playing through Hoard of the Dragon Queen as part of Adv League. So far Ive not found any scrolls and I know that Hoard is known to be very magic item light.

 

However I have just found 2 spell scrolls in Part 4. Are there supposed to be any in Part 4? Are there any in Hoard at all?

Furthermore,

 

Besides the 2 per new level that Wizards get, are there any places I could purchase scrolls to scribe in Hoard? We are going to Waterdeep, could I expect to find a seller there?

not from the book, no magic vendor not even scroll vendor
