For the scrolls found in the published adventures, are DM's allowed to swap what spells are on them?  Or is this a no go?

(Asking for legal AL play, not for home game (In which I know the DM does and DM please!))

Treasure should be given as is. We sometimes write adventures knowing that certain things are (and others are not) in the campaign.

Great.  Let's hope the devs never decide to put in a "Power word: Sleep Terrasque" spell scroll.........

Kk, ive just been looking at the lists and have found only 1 ritual in either of the published adventures. If I have a player with 'Ritual Caster' he isnt going to be getting many spells, is he? 2 free, +augury that he can legally get so far. Is this rarity going to be a continuing trend? Want to know if I should warn players against trap options.

The Admins do not control the treasure in the published adventures, so I cannot speak to what WOTC and its publishing partners might put in them. For the Expedition and Epic adventures, there are usually about about 2 consumables per adventure. They have a higher tendency to be potions just because everyone can use them, but there are scrolls in some of them. I suspect eventually there may also be a few spellbooks.

k.  Just seems like a poor option for organized play then.  If most consumables are potions, and most of those that ARE scrolls are not rituals you can scribe, would make it very rare to ever get to use that portion of your PC.  Think for now I will advise against it for Organized play.

Thank you for your answers!  I'm new to DMing and most of my players are new to playing, but we all want to make sure we do things officially so we can join in with our local game store campain as well.

Ok, follow up a player brought up. You mentioned spellbooks as loot may be in the future. Would it be possible to copy spells from another PC's spellbook?

Suzume raises a good point here in regards to other Wizards spellbooks.

We are working on a rule for the next update about copying spells (which technically is already a PH rule, so you could so it right now). Here's what we're toying with. It's not official yet (but basically tells you what the PH does plus the part about 1 day of downtime):

At the conclusion of an adventure or episode, you can spend 1 downtime day to copy up to 18 hours' worth of spells found from scrolls or spellbooks. The rest of the rules are as listed in "Your Spellbook" in the wizard section of Part 1. (To summarize, for each level of the spell, the process takes 2 hours and costs 50 gp. The spell(s) copied must be of a level for which you have spell slots.) You must also pay for your lifestyle expense for this downtime activity in addition to any costs paid to copy spells.
