The Rise of Tiamat (possible spoilers)

At the conclusion of the Hoard of the Dragon Queen hardback it mentions that characters should be 8th level  when they finish the adventure and (presumably) move on to The Rise of Tiamat.

 

For Adventure League play (or home play, for that matter), is it expected that The Rise of Tiamat will include any adventures suitable for lower level (i.e., 1st-4th, 5th-8th) characters?

 

Since I presume that the Encounters events will continue even after Tiamat is released, I was wondering whether they would be part of that bit of the story arc or something else. I'm wondering whether I need to create characters NOW with an eye to those high level adventures, or whether it might make sense to wait, as new rulebooks (DMG) may offer options I prefer.
