Bards are interesting characters, but like the druids their concept in 3e were hybrid and more like jack-of-all-trade. Because in 4e edition characters are very focus on a specific role, here is what I think.
Bards ability should be more focus on Charisma, Intelligence, Wisdom and Dexterity.

The first build should be focus as a Virtuoso with Charisma first, Dexterity second and Intelligence third.:P

The second build should be the Jester with Charimsa first, Dexterity second and Wisdom third.

The third build should be the Courtier with Charisma first, Wisdom second and Intelligence third.

The fourth one is the Bohemian with Intelligence first, Charisma second and Wisdom third.

The Bard has already been made, and the stats for them are available for DDI subscribers.

I am not one, so I can't tell you any more, I'm afraid.
