I'm requesting that there be rules for dominions, strongholds, and armies in the DMG2, like back in the day as pertains to name levels, and how a DMG can work these into the campaign without screwing things up.

I'm hoping the DMG2 will put a heavy emphasis on crunch this time, as well.

I agree and would like stuff on siege weapons and better stuff for vehicle combat then just high hp.

The DMG2 content will be pretty much fixed by now. If it's not there, DMG 3 perhaps?

I agree that this would probably have to wait until DMG 3, but I agree that it'd be an interesting idea. To be honest, I actually see a lot of similarities between 4e and a 3.5 Independent setting called "Infernum", and that had some extensive rules for running armies and kingdoms. If it could handle stuff like that in a relatively balanced fashion, then surely 4e could do the same...

FWIW, one of the devs mentioned the idea of Birthright rules for stuff like this coming back in a DMG.

I've built Kuiper and Oleanne as simple supporting characters using some new rules coming out this fall, so I'll plan these encounters as if we had 5 PCs.

So, rampant speculation: There'll be something not a million miles away in the DMG2. Maybe not a fully structured by-level system, but between the NPC rules, minions and 'support characters' we should be able to concoct something. ;)
