Arcane Power: Feats

Implement options have officially been opened.

It's been suggested before as something to be introduced in PH2 or AP, and we now have proof that it will happen. Arcane Power has the feat Arcane

Implement Proficiency, which allows any character with an Arcane class to gain proficiency with another type of implement.

Eladrin can now be effective sword casting Wizards without WoST, however if they're going this path, it just might be useful yet, as they won't get an implement mastery for it.

Arcane Fire seems a bit out of place in a table that seems to just be racial feats, but I'm glad to see it. Mostly because I'm actually planning a Fire focused sorc that's going into Arcane Wellspring and minoring in Cold.

The Racial feats seem to be pretty much standard in an ____ Power book, so no real surprise there.

Apparently still no fix for the whole Weapon Focus / Elemental Suckitude mess...

Oh well, house rules it is, then.

Implement options have officially been opened.

And in doing so finally answers the age old question "Can I use this implement without having the option in my character class" as in, can a Warlock use an Orb. Or a Wizard use a rod?

Age old? I just heard the question. Literally... Your post was the first reference to that question I've seen... ever.

I'm a little disappointed. Not in a "I cancel my account and go and play Rolemaster" way, more a "[i]Sigh and continue to make up my own feats[i]" kind of way. With Martial Power, we saw feats for each race/class combo, feats that (over the course of the three tiers and four classes) held the suggestion of racially thematic approaches to classes. For example, a selection of half-elf feats that helped your allies out in various ways. This was coupled with (in general) a feat or two for each of the major build options for the Martial classes.

Here, we see previewed What looks like a random grab-bag of race/class combos, a smaller number of feats relevant to each class and what looks at first glance to be more stuff that could well have been in PHB2 rather than a focus on PHB races.

I'm also a little narked that there aren't more feats like Arcane Fire and less feats like Dilute Flavour Of Class With Extra Arcane Implement (although this could be a class specific implement feat rather than a "pick one" feat). I'm also more than a little disappointed that the wizard feats (again, at first glance) look like +damage feats. I don't need my wizards to do more damage, I need them to do more slowing ...

So at first glance, not impressed.

Well, until we get it, its impossible to tell how much it sucks, though a few of the feats' descriptions remind me of some of the badly designed feats of recent times (the genasi damage feat, Marked Scourge, ect.). The ability to expand AoEs is cool, but very strong.

Enlarge Spell almost looks a little much. I'd misread it the first time as a -2 to attack, rather than damage. To me, a -2 to damage is a trivial price to pay for catching another enemy or two in your slow/knockdown effect, or your spell that leaves a zone behind in its AoE.

I do like the Dual Implement feat, though. Brings to mind Grimm Shado.

I rather like that the number of general power source feats is expanded and the number of class specific feats is reduced, as compared to Martial Power. I felt that the previous book in the power source series needlessly tied too many feats to specific classes (chainmail agility).

Agreed. I seem to recall that there were a lot of complaints (or at least some very vocal ones) that too many of the feats in Martial Power were tied to race and/or class.

There has been much debate on whether or not anyone can use a magic wand's power without having the wand implement as a class feature. Technically the books were silent on the issue, but I think this feat points to you not being able to do that.

I'm pretty happy with the new preview. There are a lot of nice feats in there. I particularly like Arcane implement proficiency, Arcane reserves, Dual implement spellcaster, Magic of the mists, Careful summoner- well, pretty much all the Wizard feats, except the Eladrin ones, as I don't like to play Elves or Eladrins ( for rp reasons, rather than mechanical ones- I just have an elf-hate thing, I guess ).

There's no Bard or Sorcerer specific feats either, or any Paragon or Epic Feats, or Familiar Feats for that matter. This excerpt only showed a limited number of them.

Looks good do far. I early await the full blown version so I can outfit my Bard/Swordmage with some extra bling.

I'm certain there are some, they just didn't show them in the excerpt.

if you are a dndisider, read the character concepts article in detail

their arcane archer build is a bard

it mentions a Combat Virtuoso feat in Arcane Power at Heroic Tier, presumably it is a bard only feat. The general idea of it seems to be:

Combat Virtuoso: Multiclass powers use Charisma for their attack rolls

There has been much debate on whether or not anyone can use a magic wand's power without having the wand implement as a class feature.

Isn't it pretty clear that you can't? I thought the debate was whether you get the wand's enhancement bonus to the wand's stored spell if it's from a class different to yours (assuming you don't have the appropriate multiclass feat)?

According to everyone having the debate (I've just always assumed the intent was you can't) the PHB1 doesn't actually outright say you can't.

Doesn't it say in sections that you only get a bonus if you are using the wand as an implement

and in the class section it says (or implies) you can use an implement for that classes powers

multiclass feats allow you to use different implements for that classes powere

I think I am with Duskblade on this one; otherwise why bother with different implement types?

It makes more sense to me and seems how it is intended; surely someone has asked customer service on this one.

I apologise for this slight derailment of the thread, but:

If you are a member of a class that can use a wand as an implement, you can ... use a wand's properties and powers. Members of other classes gain no benefit from wielding a wand.

So, if you're not a member of a wand-using class, you can't use a wand's power(s). I don't see how it could be any clearer.

If you have any power from the arcane power source, you can use a wand's power.

Oh god I hope thats right O_o bard just got 10X sweeter and makes me REALLY want to play one.

If it's race specific I will just DIE. This crap-load of race specific feats REALLY ticks me off, that should be in the player's handbooks dangit >_<

I would highly doubt it is race specific, the example character in the article was a Drow

I think it fit really well into the Bard multi class versatility

yes I can use that fighter power using Cha to attack with, but strength to damage.
Feats like Rain of Blows or Twin Strike (needs PMC) might become a viable option if you want to take your character that way

It means a bard can go in pretty much any direction, but won't be as good with most classes powers as a pure member of that class

No, that's an additional restriction stated after the bit I quoted. A redundant one as it turns out, since only arcane classes can use wands as implements anyway.

For now. It is very possible a non-arcane class may use wands eventually.
