Well, when Eberron was designed, Psionics was baked into the setting from day one, so I wouldn;t say that Dark Sun has a lock on being the "psionic setting." But, since another major part of Dark Sun was the connection of the people to the elements instead of the Divine, there is precedent for Elemental to be the next Power Source. I don't see any previously published setting making extensive use of the Elemental Power Source, so it would need to be a new setting. If WotC is following the model you posit, and Shadow is the major draw of the next PHB, then the Shadowfell / Domains of Dread would be a perfect fit.
