I think people see the drawback as something they can't overcome. The term "direct sunlight," could be ruled differently by different DMs as well. Some might ahve the experience that a DM will basically say anything that ins't indoors or underground or at night is going to affect them while some would allow things like cloud coverage or being under tress to negate the drawback.

 

So, it's kind of weird because of that.

I have drow characters, in many cases  most of the fights in AL that are important usually happen away from direct sun light.  I only have problems on some random encounters with few other exceptions. Warlock and sorcerer drow can always use save spells which remove the issue of disadvantage from direct sun light.
