Elemental Power refer to Chaotic Elemental Powers?

After reading through the Monster Manual again, I was wondering when they mentioned the Elemental Power if that could be a power only for NPCs/Monsters? Thoughts?

Probably not, since they don't bother calling Power Sources Power Sources for monsters. If you mean the monster's origin, like immortal or shadow, they already have had elemental, and that's definitely not what they're talking about in the PHB (Psionic is not an origin keyword, for example).

It probably means that players will be able to harness Elemental powers from the Elemental Chaos or the abyss. I'm interested in seeing how WotC will differentiate that from Arcane; probably with a new system not unlike what they did for Psions. But maybe they can get the feel different enough on its own.

The Arcane issue is what got me thinking about it also. I was wondering if the power could open up a list of powers (spells) tailored to be used by NPCs/Monsters based on level. But I could definitely see a different mechanic to be used for it also to set it apart. Just reading that and not hearing anything (that I know of) about the Elemental Powers got me wondering.

No one blames you for wondering, either. At this point, the Elemental power source is one of the biggest question marks of the future of 4E, because nobody has a really solid idea what WotC is going to give us for it. We can only guess and wait at this point.

The PHB makes clear that only PC class and paragon path powers have power sources, never monsters or classless NPCs. Even NPCs with class templates don't have power source keywords listed in their class powers (see, for example, the eladrin NPCs in the Tower of Zoramadria in Open Grave - they are all clearly wizards or warlocks, but none have the Arcane keyword attached to any of their powers).
