From the flavor text (and logic), I assume that it's not supposed to trigger off your own attacks, only your allies', which makes it quite powerful but not especially out of line for a level 29 daily. I expect rapid errata to it once MP2 comes out, but as it stands, it's hilariously broken.

lol. Nice catch. Either they need to change it so your own damage doesn't trigger it or change it so "basic" attacks don't trigger it.
