So, why is there no "Improved Two-Weapon Fighting" yet? I'm trying to rebuild an 3E character for a Paragon Tier NPC and saw that there is "improved" everything else, but not this, not even in the Martial Power book. Am I completely blind, or did this get overlooked?

Dual-wielding as plenty of love as is, it already ranks most of the highest damage in the game, I dont see why a minor feat to upgrade its damage any further is needed.

Are you new to 4ed? you know two weapon fighting is very different in this edition. there currently 5 or 6 two weapon feats, i don't think we need any more.

Been playing since it came out, but why not a Paragon Feat with +3 and Epic with +5? Makes sense to me, if you can improve on something else, why not the straight forward 2 weapon fighting?

why not a Paragon Feat with +3 and Epic with +5?

Because those bonuses are completely out of line with other bonus damage feats?

Because in exchange for not scaling, Two-Weapon Fighting unlocks more feats?

Because it really doesn't need it?

You might be better off having Two Weapon Fighting scale each tier. Even that pushes you into overkill mode.

I'm not disagreeing with what you, or anyone else, are saying, but I am having a hard time getting my head around the fact that a character, fighting with a weapon in each hand, is only doing +1 point extra damage and the fact that the feat unlocks other feats (that work only under specific conditions like Opportunity Attacks) makes it so powerful . (unless I am overlooking some rule that adds the second weapon's damage as well)

Actually two-weapon fighting was a defensive combat style, so in a realistic sense, it should not have received a bonus to damage at all.

Two-weapon opening, and any power that uses both weapons to attack make two-weapon fighting vastly superior to fighting with a two handed weapon or only a single weapon.

One possible way of improving TWF that I can see is to make it look like the Dual Implement feat, which basicly allows you to add your off-hand weapon's enhancement bonus to your main hand weapon damage roll.

I don't think there's a need for that though. The TWF feat already opens up a couple other interesting feats, so, I think it is fair.
