Eh, maybe good for a striker, but I really can't see myself ever wanting it and would really only use it if I had no other head slot items. *shrug*

Dunno.  Minor action Surgless healing is pretty nice.  It's not that hard to get 2 kills per encounter.

I assume it's for AoE blasters...

And yeah, that's the sort of thing I want from my rare.  Multiple powers, themed, and can actually matter.

Along with the plot breaking "can't be raised" property.  Hmm...  yup.  BBEG is going to have that item, and prevent someone from being raised.

Actually, now that i think about it...  Just have everyone in the party knock unconcious.  Then pile up the creatures, and let the guy with the hat start a fire.  So it'll probably be more like 5 kills per encounter.

For a level 5 item (and bear in mind very low level characters will likely be seeing this) I think it's pretty good.

But I do agree, WotC are terrible at balancing items and and powers. Everything should be a good option for someone.

Ridiculus. What can a fighter expect to do with a +3 wand or a +2 holy symbol?

Wand: Push an enemy a square or pop a minion.
Holy Symbol: Gain an action point.

I think you misunderstood. I mean that every item should be a good choice for some specific class or role, not every player. That would be ridiculous indeed!

As it is, there are some items that are of no use to anyone, and that is a real shame, for want of some slight adjustments.
