Why are the Assassin and the Changeling, a class and a race with great fluff, a bunch of synergy, and really good roleplaying opportunities, constantly spat upon by wotc?
For example before the Winning Races ever was really announced, I put up some feats for the changeling. While poorly worded and based heavily off Prcs and the like that the changeling got back in 3.5 as well as some of revamping thier 3.5 feats for 4e, I was met with backlash.
One person belived that the disguise power could never be altered via feats. To her, it was "Minor cosmetic changes" that the power had. Like making your nose slightly larger, lose 2 inches and grow a beard to imitate a dwarf.
Another believed so firmly that while the feats I had home brewed were based on stuff initially from 3.5, that it couldn't be updated to fit into 4e more easily. Because to him, a changeling never got the ability to copy another races racial power in 3.5 so they shouldn't get it in 4e. (Never mind the fact that racial powers never really existed in 3.5)
Both don't quite comprehend that a changeling is a shapeshifter who i could be constantly fluctuating between different forms, "mastering" this and that along the way.
I'm currently writing a new winning race article. (Which I accidentaly misspelled Whinning races.) The Becomer feat wouldn't have been so bad if it allowed you to gain the feats of the other race as well.

As someone already mentioned. The Githzerai already have 27 feats, the Changeling, who is supposed to be a more versitile race, has 8.
Then one feat. Said feat has you to pick a single race to gain an additional +5 disguise bonus when preteneding to be that race. Also gives one language of the race and a +2 racial skill bonus of a skill that race has.
The fluff that was written was ripped from the passers, and labled as a becomer. In the Races of Ebberon, the Becomer is the out look some changelings have that they want to become anything and everything whenever they need to. While a passer just wants to be left alone an not shapeshift all the time.
And thats what this artical was all about. Taking the shapeshifter and saying he doesn't like shapeshifting.

I'm of the view that there should be a feat (or set of feats, maybe) that let anyone qualify as a member of another race for feats, etc. Similar to multiclassing.
I am not of the view that this should be for shifters only, though I could see a set of feats for shiters giving very limited, very specific racial powers or characteristics from other races.
In general, though , I don't think shifter should be a PC race in the way it is implemented, but that's a differetn subject.

...assuming this couldn't give option to an elf to have a draconic breath, I don't find it a good idea: it breakes the most important set of mechanics which gives racial diversity among member of same class/builds
but I can see some specific feats which can give a partial dabble in this area:
maybe not feats at all (seems not a retrainable thing, the race, even if they gived stupid feats for Wood Elves / Wild Elves that Raw one can retrain for the other...) but some options
like a half-elf descendant from eladrin or drow (half-eladrin, half-drow) ;
a Half-orc with stronger links with the human race (if a feat, something like: "you gain a double heritage and you're considered both a human and a half-orc for the prerequisites of feats, plus you choose an at-will attack of your class and you can use it as a encounter power");
a tiefling with stronger human heritage;
maybe the possibibles tief of elvish family: elf/eladrin, elf/drow, eladrin/drow
gnome/halfling;
but I don't see much more reasonable options,
still, partially a good idea
